Efficient Processing Time

FLEET OFFICER APPLICATION CHECKLIST click here Aug 2011

*Do not have transcripts mailed to Navy Recruiting Command.  Place in your application in original sealed envelope.  The NRC processor will open and place in your application.

  • Fleet OCS processors receive the board results, send the results to PERS 54,  and BUPERS folks post the results on BOL website.  We do not send non select letters for Fleet folks (except for NPQ reasons).  The Sailor is able to see the results on BOL and may interpret the results using the adjoining legend.  All the Sailor needs is the SSN.

  • If a Sailor views all of the board results and receive all "not professionally recommended" results,  they are encouraged to resubmit in accordance with the OPNAVINST 1420.1B using the revised checklist.

  • If a Sailor is not recommended by the Program Manager to participate in a particular board, the Program Manager will request Fleet OCS processors to notify the Sailor explaining why the  Sailor is not allowed to participate in the board.  Example of this is:  AMDO requires a total 40 score on the OAR/ASTB and a AQR of 3.  Application scored a  35 total OAR score and a AQR of 2.  The Sailor will receive a email stating not recommended for AMDO.  The reason will be OAR score must be 40 or above and AQR must be 3 or above.

Note:  The latest checklist breaks down the 90 day PRD timelines.

Foreign College Transcripts Form  click here

  • The attached NAVCRUIT form is a very helpful tool for CCC's and for the Community Managers/Program Managers to assess the level of education for each Fleet OCS applicant who came into the U.S. Navy at an advanced pay grade because of higher education from a foreign country.   This form should be submitted with the OCS application for these particular individuals.  If this form is submitted with the Fleet OCS application, it will eliminate the need for Foreign high school transcripts (only).  This certification should be located in the service record file.

  • The Foreign College transcripts, American translations and grade point average (GPA) translation assessment by a recognized awarding institution remains as a very important  requirement.   The Command sponsored ESO should be the go-to person for assistance on all educational items.
