1. =20 Separation=20 Authority

 

    a.  Per reference (a), commanding = officers=20 (COs) with Special Courts-Martial Convening Authority (SPCMCA) or higher = serve=20 as separation authority (SA) for education separation requests that are = within=20 90 days of member's expiration of active obligated service (EAOS).

 

    b.  Commander, Navy Personnel = Command=20 (COMNAVPERSCOM) serves as separation authority for all education = separation=20 requests for more than 90 days.

 

2. =20 Command Level=20 Separation.  = Member may=20 request separation to attend an institution of higher education (college = or=20 university) or vocational or technical school.  Performance of duty must meet = Honorable=20 conditions and have been such that member is deserving of consideration = for=20 early separation.  If = separation is=20 done locally, COs should be willing to accept a gap.

 

3. =20 Navy Personnel = Command=20 Separation.  = Member must=20 submit the separation request in writing via NAVPERS 1306/7 (Rev. 1/03), = Enlisted Personnel Action Request, via members chain of command.  The CO's favorable endorsement = must=20 justify the early separation as well as acceptance of a gapped = billet.  Requests will be denied if the = CO is not=20 willing to accept a gap.

 

4. =20 College or=20 University

 

    a.  Submit the following = documentation with=20 the application to attend an institution of higher education (college or = university):

 

Acceptance for a specific school = term=20 (include registration and class convening dates) in a full-time course = of=20 instruction leading to an Associate, Baccalaureate, or higher degree=20 (correspondence or Internet courses do not meet this=20 criteria).

 

    b.  COs are responsible for = verifying the=20 school is listed in the Education Directory for Post-Secondary = Education, which=20 is published yearly by the National Center for Education Statistics, = Department=20 of Education (located at local educational services office (ESO)).

 

5. =20 Vocational or = Technical=20 School

 

    a.  Submit the following = documentation with=20 the application to attend a vocational or technical school:

 

Acceptance for a specific school = term=20 (include registration and class convening dates) in a full-time course = of=20 instruction of not less than 3 months duration (correspondence or = Internet=20 courses do not meet this criteria).

 

    b.  COs are responsible for = verifying the=20 school is approved by the cognizant State Board for Vocational = Education, or the=20 school is accredited by a nationally-recognized accrediting agency or=20 association listed by the U.S. Commissioner of Education (located at = local=20 ESO).

 

6. =20 Personal = Requirements of=20 Applicants for Education. =20 Applicants must

 

    a.  demonstrate, via a financial = counseling=20 worksheet, ability and willingness to make the required payment of = entrance=20 fee(s), if any.

 

    b.  submit justification that the = specific=20 school term is the most opportune time academically to begin or resume=20 applicants=92 education, and that delay of enrollment until normal EAOS = could=20 cause an undue hardship or failure to meet requirements for course=20 completion/graduation.

 

7. =20 Who is Not = Eligible.  The following personnel = are not=20 eligible:

 

    a.  Members whose services are = essential to=20 the mission of the command.

 

    b.  Members who are ordered to = active duty=20 due to unsatisfactory participation in a selected reserve unit.

 

    c.  Aliens seeking to qualify for=20 citizenship by completion of 3 years of active duty military service, = unless=20 they are to be transferred to inactive duty in a reserve component.

 

8. =20 Characterization of=20 Separation.  The=20 characterization of separation will be Honorable.

 

9. =20 Separation Program Designator (SPD).  Per reference (b), the = following SPD=20 codes are to be used:
